How to synchronize POP server with Outlook 2007 inbox?

I see how to get an item deleted from Outlook to be automatically deleted
from my POP account server. However, I can't locate how to get the exact
opposite to automatically update.
When I open my Outlook and delete an item, then open my IE and log in to the
same account, the email is gone. Seemingly, irretrievably, absolutely
deleted. (Yeah, right, tell that to the IT guy down the hall, hehe)

Now let's say I opened my Outlook and reviewed all these lovely emails that
I decided to deal with tomorrow from home. Tomorrow comes and I logon to my
POP account through IE, resolve the emails, and then delete them from the
server, and close my IE session. Monday morning comes, I get back to work and
open Outlook. There on the screen are the emails downloaded into my inbox
from the server that I have already resolved from home. I have to delete
them from Outlook myself. How do I get Outlook to co-ordinate/synchronize
with the POP server?
 
The email once delivered to OL is contained within the OL data file. They
have no conection to your ISP/Server

Unless you have OL set to leave mail on the server when they are downloaded
they are removed from your server.

I dont believe you can do this unless you are able to logon to your work OL
from home, probably on an exchange setup, or via remote access. In which
case you would actually be working on your work OL app
