how to switch off scrolling by arrow keys

Previous versions of Excel always just selected the next
cell in reponse to an arrow key press. 2003 scrolls the
view instead. This drives me crazy. How can I switch it
off?

check iof you have enabled 'Scroll Lock'. hit the
key 'SCRLOCK' on your keyboard to toggle between the modes
