how to sum, if column name is F02 and row name is Federal

Conditional formatting. I want to add all those values where column name is
F02 and row name is Federal in a given area not the whole worksheet.

Please provide a little more information. Is the column name mentioned in
Row1? Is the Row name mentioned in Column A?
