I have 3 email accounts set up in Outlook 2003 Professional. Recently
Outlook has been perpetually attempting to send a message that is not there
(or if there is a message there it is not visible in the outbox). An error
message appears about the connection being interupted and then as soon as I
click "Cancel All" Outlook begins trying to send again. Everything about the
way the account is set up appears correct, it used to work and no changes
were made to it when the problem began. Any ideas?

After furious head scratching, David asked:

Hey David,
This usually happens if you deleted a message from the outbox when
outlook was trying to send that mail.

For this issue ,a new pst has to be created by going to
File>>New>>Outlook Data File.
After creating a new pst file, we have to make it the default mail
delivey location.
For that, Go to Tools>>Email accounts>>View or change existing emails
accounts
Under "Deliver New mail to the following location", select the new
personal folder (pst)
Then close outlook and open it again.
Right Click on the old personal folders that had all your data and
click on Close Personal Folders.
Now the new personal folders will not have any data.

We have to import the data from the old pst.
click File>>Import and Export on the File menu.
Click Import from another program or file, and then click Next.
Click Personal Folder File (.pst), and then click Next.
Click Browse to select the .pst file that you want to export to an
earlier version of Outlook. Then, click Open.
Click Next.
Under Select the folder to import from, click Personal Folders.
Click to select the Include subfolders check box.
In the Import items into the same folder in box, click the .pst file
that you saved in step Click Finish.

The above link did work for me, but it's trialware. I had the same problem
twice, a few months apart, and the second time I couldn't use it without
paying for it. But Microsoft puts out a free utility that will get the job
done. Try:
