how to stop Access 2002 from reordering the tab index?

i need to remove a control and add a new control to a form, but if i remove
the old control or add a new one, the tab order is changed. and when i try
to reset the tab order manually, the numbers i enter are changed. is there a
way to turn the automatic reordering of the tab index off?

No, there's no way to turn it off. However, you can reset the tab order
yourself once you're done.

While the form's open in design mode, look under the View menu for Tab
Order.
