can't seem to control tab order

I'm working with Access97. I have a form with a tab control which has 3
tabs. Now that I've finished adding controls and moving things around, I'm
trying to set the tab order to basically go from the top of the form to the
tab control, through the controls on the tab control, then on to the buttons
at the bottom of the form. I finally figured out that the tab control has
it's own tab order, and then each page on the tab control has it's own order.
(So I think once I get to the tab, the tab order for the first page should
control subsequent tabbing until I leave the tab control/page?) I tied the
View\Tab Order\AutoOrder option. I've also tried opening each control in
order and renumbering the Tab Index--from something like 2, 5, 17, 3, 42 to
0, 1, 2, 3, 4--assuming Access will take care of renumbering the controls I
haven't yet gotten to yet. My problem is that none of these
renumbering/reordering options seem to work. When I use the AutoOrder, I get
crazy results (i.e., even taking into account that some controls are disabled
my tab order jumps all over the page). When I try to manually renumber, I
don't seem to have control--I can type 3 into the TabIndex and as soon as I
leave that property, the TabIndex changes to 7; I retype 3 and when I leave
it changes to 12; I retype 3 and it might finally stay at 3--or I might have
to repeat this several more times. And even then--once I move from design to
view, the tab order gets reset to something not of my choosing.

Related issue: For visual formatting I have "grouped" several controls
within different rectangles on the tab control. My rectangle keeps jumping
back to the front, hiding my controls. If I'm trying to manually reset the
tab order of a control "within" a rectangle, it will almost certainly then
cause the rectangle to move to the front, again hiding all the controls. So
I change tab order for the first control, move the rectangle to the back,
change the tab order for the 2nd control, move the rectangle to the back,
etc. Which would be painful but I could do it--if I didn't also have the
problems above with really not being able to control setting the tab order.
Am I missing some basic info about how rectangles affect the form?

Short of starting from scratch and rebuilding the form with the format I now
have, any ideas on how I can fix my tab order?

View-->Tab Order, then drag the items in the list up and down to get the
desired order.

No worries, I learned it the hard way too.

Thanks--that did the trick. With a busy form, dragging the items around the
list was a lot of manual work I was trying to avoid, but if I'd tried that I
would have spared myself a lot of frustration!
