The specifics may vary depending upon the capabilities and settings of
your specific audio controller, but in general, you'd do it via Control
Panel > Sounds > "Show Volume Control in Notification Area."

Where do I get the download?

I tried deleting the registry value and rebooting, but still no luck.

I finally got it. After taking out the registry entry and re-booting, I
still had to right click on the bar and enabling it in the Notification
Area.
