How to show shutdown button in the dialog logon ?!

I'm using MS Windows 2000 Server Family, and I want to
shutdown Windows without logon! Help me!
I've try with edit key "HKEY_LOCAL_MACHINE\ SOFTWARE\
Microsoft\ Windows NT\ CurrentVersion\ Winlogon" to
change the value "Shutdownwithoutlogon" = 1, but it's
unable...
 
What is unable? You are unable to change the value? Do you get an error
when you try? What are you doing to make the change?
