Outlook 2003 will insert a picture in an HTML message if you choose
Insert>Picture>Insert as Text.

Outlook doesn't support inline display.

That's an embedded picture, not inline display that users are used to with
Outlook Express. Outlook will not display attachments to plain text messages
at the bottom of the message, OE will.
