how to set variables in w2k?

O know that enviroment variables atr setdifferently under w2k , but I would
like to set all attempts to put anytzhnig let say into TEMP to D:\TEMP.
In w98 and all DOS it was done in the autoexec, but w2k seems not to read
such things.
Where to change something so it does the similar to :
SET TEMP=D:\TEMP
SET TMP=D:\TEMP

System Properties | Advanced | Environment Variables.

System Properties can be access via the System Applet in the Control
Panel or by right clicking on the "My Computer" Icon and selecting
"Properties".
