How to set up Static Ip address in Vista

Can some explain in LAYMANS terms how to set up a static ip address in vista
and are there any bad implications in doing so?

The reason is I live in the UK and wish to join a UK based internet
forum/club but they will only accept UK based ip addresses which apparently
mine is not.

Depending on your internet connection, if you set a static IP you'll no
longer have access, how are you connected?

I don't think you can get a static IP address from Orange. You can get one
with more expensive ISPs, like Demon.net.

It's very unusual that this forum will not accept members from people with
dynamic IP addresses. I suspect that the activities of the group is pretty
dodgy!

I am connected via a speed touch usb via Orange internet. Below is actually
the reply I received from the forum I wished to join. I have emailed Orange
but it generally takes about a month to receive a reply with usually
consists of going to online help, which I have already done.

"Thank you for contacting Bingo Night Live. Our registration is only
supplied to users with IP addresses within the UK. If you are a UK
user, you may be affected by geographic blocking if your internet
service provider (ISP) uses servers outside the UK.
You will need to contact your Internet Service Provider who can advise
you on how to set up a static IP address located within the UK.
Due to confidentiality issues, we are not permitted to see your IP
address. It is therefore up to your ISP to provide you with a viable
IP address which is verified on the ripe database.
We are very sorry that we cannot assist you further"
