How to set up logon disclaimer

I am trying to set up a logon screen (or pre logon)
whereby clicking "OK" acknowledges a referenced terms of
use. Win2K Server. I defined and typed in message text
in Security Options;local policies;security
settings;windows settings;computer config;edit;group
policy - but when I test logon on a client, I am not
getting the message text? Thanks

You need to configure both the message text and title or it won't work.

Okay, I set the message text and title to be identical,
refreshed the policy at the cmd line and tested a client
logon. Nothing.

I am very new to this and maybe I'm stating the obviuos, I have found the
gpresult command invaluable in situations like this, it will show you if you
are picking up the Group Policy you think you are
