How to set up automated response

I'm trying to set up an automated email response. I've followed
instructions on various sites, which basically say to create a message
template, then a message rule that sends that template in response to the
incoming email. I did that. However, the email never gets sent. It sits
in the outbox, but is never sent. The message in the outbox is not
addressed, but I assume that's something that the message rule would do
automatically. Can anyone help me? Thanks.
 
I'm not on an exchange server. I am familiar with Outlook rules, and I'm
pretty certain I've set it up right. Any idea why it's not working? I'm
also not going to spend any money to solve the problem.
