How to set a limit to the record number

Hi
I would like to prevent a sample data base from storing in a table more
records than a maximum number. Do you know how?

Use an autonumber as the primary key. Set a validation rule to the maximum
number of records. Like:

<=30

Secure the database and give no permissions on the tables except through
OwnerAccess queries. In the above case, no more than 30 records can be
entered.
