how to see and send emails instead of home computer from library o

I have existing outlook express email account in Chicago. I am going to spend
winter time in Florida and want to use public library computer.
What should I do in order to be able receive an send emails from public
library computer?("go to my PC" is not an option for me)

Some ISPs will provide you a web based (browser) interface. Verizon
that I use has one. Ask your provider if they offer such. Then in
Florida all you have to do is know the web page and your username and
password that is in outlook and you are in. People won't know that
you are sending from the web.
You can even test it out before you go to make sure you got the hang of it.

Go to your ISP home page. there may be a mail icon there someplace.. if
there isn't, contact the ISP for details on how to access it from another
location.

If they can't help, try the 'mail2web' service.. www.mail2web.com

Follow Big_Al's advice to log into your ISP's Webmail with your ISP's
Username and Password.

Seeing as you are going to spend winnter in florida, make sure that you find
out how much webmail you are allowed to store online at their Server, and
delete emails accordingly to maintain the number of MBs that will be
allocated to you.

Another approach is to simply get a free hotmail (or other) account. I
did this after getting weary of involuntary changes to my email address
due to isp's going belly up on me. You might even be able to import your
contacts.

Or download Portable Thunderbird (Portable Email Client /Newsreader) and
install it on a flash USB drive and configure your e-mail account. Note says
it doesn't leave traces on the host computer which is convenient when using
a public computer (just don't forget to remove the flashdrive from the
library computer each time you're done).

No you don't. You have an existing, presumably ISP *e-mail account* in
Chicago. Outlook Express is not an "account", it is a client used to access
an account.

For email that has already been downloaded onto your computer in Chicago,
the only way to access it would be to sign up an IMAP account, and copy the
email to an IMAP folder. If your Chicago provider doesn't offer IMAP
service, you will have to get a Gmail, Fastmail, or AOL account (all three
offer free IMAP access; with Fastmail, you have to use a different SMTP
message submission server with the free service).

For email that has not, yet, been downloaded, you could configure Gmail (not
sure about the others) to execute a POP3 fetch from the Chicago account, or
you might be able to configure the Chicago account to automatically forward
the email to the IMAP account.

Because your question is properly suited to the Outlook Express group, I
will cross post this to that group.

Nobody else mentioned it, so maybe it isn't that common, but _my_
community library doesn't allow outgoing mail. They expect you to
use their machines strictly for research (serious or otherwise :) ).
