How can I retrive my old news group data, I have the backupu file in .dbx
fomat. or How can see the old data thru news group.

The easy way? Google Groups, put your email address that you used in there.
Works like a champ. Other than that you can usually find a DBX extraction
tool though I've never used one that was any good so I can't really
recommend a specific one.
