I administer an office environment with a strict lockdown
policy on all agent desktops.

I have discovered a hole in the lockdown, where an agent
can access Utility Manager (Windows Key + U) and from
there access IE.

I've tried adding the.exe’s for the various parts of
Utility Manager to a 'Do not run Specified' policy but
they still run.

Any help with this would be appreciated

See tip 3171 in the 'Tips & Tricks' at http://www.jsiinc.com
You can use tip 324 to set Start to 4 (Disabled) and tip
4195 to run it on all clients.
