How to remove a picture / html from appearing on all new emails?

Everytime a try to compose a new email in outlook 2003 - a picture appears.
When I send the email - a website link is attached and sent but not
accessible. This also happens in word 2003. I tried removing the clip_image
file but the picture is still showing in the text of the email and document.
Any ideas where to look and remove this picture?
 
Close both Word and Outlook. Locate normal.dot and rename it to .old. Now
try again.
