How to remove a Deny Everyone Permission??

I just took over a IT possition and the last person while trying to secure
some folders set a deny all to Everyone and no matter who I log in as I
cannot change or delete the permissions of the folders.
 
1) Take ownership using an account that has the local administrator right
2) reset all permission

The take ownership is the right thing to do here. I question the purpose of the deny Everyone. A better
thing to have done is just remove anything from having access. Then nothing can access it. Absolutely
nothing. And you can then just reset the permissions later if you want.
