how to reinstall/reformat?

I have a Dell Inspiron 3800 laptop and I'm trying to reinstall/reformat as
well as simultaneously upgrade from windows 2000 to XP.

Also, I want to reset and clear my entire hard drive.

any suggestions for the easiest/most straight forward?

You cannot upgrade while reformating. You can upgrade or reformat then
install clean.
