How to reduce the speed of hard drive?

When I run PerfectDisk 7 my system used to hang. The reason I guess hard
drive not enough speed. How to reduce the speed?

What?
I am VERY doubtful the speed of your hard drive has anything to do with
PerfectDisk failing to run properly and locking your computer...
 
The harddrive speed is determined by the design, and is not adjustable.
Please try PD7 in safe mode. Or contact PerfectDisk tech support.

Installing one of the major antivirus packages is usually the recommended
way to grind your system to a brain-petrifying halt.

But I suspect you really meant 'increase the speed', for which increasing
RAM, reducing the number of running applications, checking your Windows
startup program selections, reducing the number of options enabled within
programs etc would be some of the ways..
