I have a Dell Latitude with a 20 gb hdd, a USB cd and no floppy. I cannot
boot the hdd (stop error 0x7b), I think the MBR is corrupted as it tests OK
using the diag partition.

The problem is I can't figure out how to fix it as I can't boot off the CD
either. This is a documented problem in the MS KB with USB devices and 2k.
Any suggestions?

Why can`t you boot off the usb-cd, have you tried to
enter the "setup" and to look for the boot order and are there usb-devices
in the list ?

A cheap solution would be to access the harddrive physically,
most laptop hdd`s are mounted behind a plate which is mounted with
some skrews, I think the Laptop manual should cover this point,

remove it temporary to connect the hdd with your normal
workstation, by a 2.5" HDD Adapter

(! warning - when you attach this adapter wrong you can damage your hdd
in a fatal way! so watch the powersupply marking and the assignment for
pin1! when you don`t know what or how -> let it be done by someone who
knows how,

these adaptors are cheap ( 5-7 Euro ) then you can
backup your data and than restore the mbr.
