how to rearrange to menu items alphabetically

The way I remember it is that I would open Start/AllPrograms
then right-click on the menu and tell it to order the items by name.
That's probably not the way it happened because it will not work now.
That is, right-clicking does not produce a context menu.

Can someone tell me how to rearrange to menu items alphabetically?

Yes it should be...

Start -> All Programs -> Right click -> select "Sort by Name"

But you said...

In which case... check you have a tick against "Enable Dragging and
Dropping" here...

Start -> Control Panel -> Appearance and themes -> Taskbar and Start Menu ->
Start Menu tab -> Customise -> Advanced tab -> Enable Dragging and Dropping

You're remembering correctly. The problem would be the absence of a right
click menu. Is the whole right click menu missing or just the sort command?

If just the sort command is missing, make sure you are clicking on an item
within All Programs and not on an item in the initial startup screen.

If the entire right click menu is missing.... Check Taskbar and Start Menu
properties> Start Menu> Customize. Place a check in box next to "Enable
Drag and Drop."

If still no luck, it is possible the administrator (for the local machine
or the network) has purposefully disabled right click options for the start
menu.
