How to programmatically enable a rule?

I have a rule defined in OL2003. I want to be able to programmatically
enable/disable this rule (ie. effect the same as checking the checkbox next
to the rule's name in the 'Rules and Alerts' window). Anyone know how to do
this?

[background: The rule forwards email to my phone. I want to be able to send
myself an email that (by inviking another rule) will enable this rule (in
case I forgot to enable it before I left the house!)].
