How to prevent FORM VIEW TOOLBAR to dissapear ?

When I preview the report The FORM VIEW Toolbar dissapears. What do I need to
do to prevent this happening ?
 
I'm not sure why you would want to do that, but here is a way:

While previewing the report, right-click on the toolbar area. Choose
"Customize..." from the pop-up menu. Then, click the "Toolbars" tab, and
check the box beside, "Form View". The form view toolbar should appear.
Click "Close".
