How to prevent downloading of program files in IE (stand-alone pc)

Hello,

Is there a way to prevent a local user on a stand alone
PC (non-networked) running Windows XP Home from
downloading .EXE and other program files from the
Internet while still allowing other files to be
downloaded?

Hi Matt,

As far as I know, you can disable downloads All but cannot
restrict to some, only. I don't run Win XP so I may be incorrect.
