How to prevent a process from starting in c#

In a cybercafe I worked before, there was a software installed on the
PC that could prevent any process not acknowleged by the software from
starting. It doesn't using any registry restriction tweak or anything.
I think it uses hooking, does anyone know how to solve this problem
please?
