How to open a work spreed sheet

I am tring to view a woek schedule but for some odd reason the system won't
let me how do I open it
 
Very light on details here.

What happens or not when you try to open the workbook?

Error message(s)?

From where are you trying to open it and how?

Could you ever open and view the workbook?

Do you have Excel installed on your computer?
