how to modify the type of label a report is using

I used the label wizard to set up name stickers which use Avery labels. The
organization purchased Universal labels which threw off the column alignment.
How do I modify the label so the correct Universal 80107 label now
determines the page layout? Thanks!

Doesn't the Universal 80107 box show a matching Avery number?

What's the difference between the 2 label sheets?
Just the size of the label?

If it's just the size, then very accurately measure the Universal
label's height and width.
Open the report in design view and change the Detail height and width
to whatever the new label size is. You may need to also resize the
label controls as well.
Test it by printing out the labels on a plain piece of paper.
Hold it up against the new label sheet and see how it aligns.
Adjust as necessary.

my question, I tried modifying the label size to the measured 4"x2". If I
find the Avery equivalent to these universal labels, where do I make the
change to the label to reflect the new Avery label number?

The Avery Number is used by the label report wizard to set up the
column width and label height for that particular label, and to set it
to 2 or 3 (or more) columns.
The Avery Number is irrelevant once you have created the label.

If you wish to purchase Avery labels, then just create a new label
report using that Avery number when the label wizard asks for it.
Once you already have a label report set up, all you need do is change
the detail width and height as needed.
Then perhaps, modify the label controls if needed.
If more modification is necessary, in the label report design view,
click on File + Page Setup + Columns.
There you can change the number of columns, set the distance between
label columns if needed, as well as change the column width (by
unchecking the "Same as Detail" check box and entering your own column
width value).
Experiment on a copy of the label report.
