What SAM? The one in a Windows NT domain?

If so, just upgrade the PDC from Windows NT to Windows 2000.

[On most keyboards, between the Shift key and the Tab key there
is a "Caps Lock" key, check it out.]
 
Did you do an inplace upgrade to a NT4 Server? Try DCPromo, this will make
it a DC.

This will not work (as he likely desires) if he has an NT 4 domain
-- DCPromo on any DC at that point will create a NEW domain,
not a migration of his NT 4 (sam) accounts.

The only way to seemlessly migrate an NT 4 domain is to UPGRADE
(not DCProm) the PDC -- this will make it a Win2000 domain; at that
point he can do DCPromo to add additional DCs or even upgrade his
BDCs but the domain gets migrated when he upgrades the PDC.
