How to measure internet performance to a site

Just wanted to ask if there is an internet performance tool that
checks the performance from a computer to a site and tells where the
bottlenecks are. I downloaded SurfSpeed from PC Magazine and am going
to try that, but I wondered what other people are using.
 
You can also open a command prompt Start/Run/type CMD and hit ok.and type
"ping" without the quotes, space, then the IP address of the site you want,
then enter. It will list the route by IP address and the time it took in
milliseconds...do it several times and take an average. You can find a
site's IP by googling "whois" and using a whois website.

I just use the ping command. It does not do all that you mentioned though.
