how to measure bandwidth

I want to test database connectivitity from a client but I want to test at
different speeds.

The goal is to determin whether or not an outside location can vpn and
access our shipping computer at standard internet speeds ie 3mbps download
1mbps upload. All our computers have 100mbps connections so is there a way I
can intentionally limit the outgoing/incoming traffic on a computer to
simulate this?

AFAIK, no, because just limiting bandwidth won't produce the same results.
You'd also need to simulate the end-to-end latency of the real internet.

I suggest that you use a PC with its own connection to the 'net as a client,
then create a VPN and measure that setup.
 
I see. Well I guess there is no short cut. Our router does support vpns so
I'll have to set that up and just try it.
