Does FrontPage 2000 allow a user to create a hyperlink with the following
features:
1) URL is hidden or somehow masked when a mouse is passed over the link
2) The linked-to Web page is presented without the URL showing in any way.

See inline below

FP is not going to do this for you.
1) URL is hidden or somehow masked when a mouse is passed over the link
You can search for and use JavaScript Status Bar script.
2) The linked-to Web page is presented without the URL showing in any way.
You would have to load the page into a frameset or IFrame.

FP is an HTML editor (and FPSE provides certain components for FP web
enabled sites).

If you re-phrase your question as: Is it possible to create a web page
with a hyperlink with the following features:---

1. Yes with javascript.
2. Yes with frames or javacript.
