How to make user can only browse .com site only

Hi,


I need help urgently to set up computers, that only allow
staffs to browse some .com site only, as my company try to
cut cost of internet bandwidth.

I'm not sure the best ways of doing this.

The first solution i can think is using firewall, and set
the rule. But not sure which software allow to do that?

Any other way beside firewall, and easy to set up?

Free ones will concentrate on protecting you, not controlling
employees. If you are into controlling employees, obviously you have
bucks to spend.
