Are you asking how to estimate the cost of creating a database application
using Access, or asking how one would go about creating a database
application using Access whose purpose is to create quotations for other
projects, or something else entirely?

If the former, you have to clearly understand what has to be done, and know
Access well enough to make a good guess at how much time and effort it will
take to accomplish that. An access database application could be a simple,
one table, one form thing, or it could have, as one on which I worked, a
thousand objects in the database (that database, over time, cost the client
many hundreds of thousands of dollars, but they realized much more in
savings over the same time by having it).

If the latter, it would very much depend on the requirements of the
database. I have worked on some databases that were used in support of
estimates and quotes, and all of them could reasonably be considered
"decidedly non-trivial" or "complex" applications.

In neither case, even if you provided a great deal of detail, would anyone
be able to give you a really useful answer in a newsgroup article.
