How to make outlook 2003 automatically receive email from exchange

We have users that hae to hit send/receive to get new emails to their inbox
and others automatically show up.

We have looked into the automatic send/receive checkbox and have it set to 1
minute.

But some users don't have it checked and their email comes immediately when
sent from an outside source and some don't.

We want to set it up so that all our clients act that way. Is that an
outlook or Exchange setting???

That's too low. It should be no lower than 10 minutes.
But some users don't have it checked and their email comes
immediately when sent from an outside source and some don't.

For those having this issue, it was ISA related. Please read the kinked
article, it is an easy fix.
