How to make it so that a user HAS to verify they want to add an attachment

Hello everyone, had an issue today, where a user, sent an email to a vendor,
but somehow added open documents he was reading from another vendor.
Can we say OOPS...

Is there a way in outlook 2003, that I can setup something that will ask the
user to verify they WANT to add an attachment to an email?

But since there is no way to add one accidentally - inadvertently, perhaps,
but not accidentally - you have that feature built in. It takes an act of
will to attach something to a message.

Not with Outlook itself. You may use a tool like [1].
