Open your form in design view. Hold your left mouse button down and move
your pointer to the bottom of the form footer. The pointer will change
shape. Drag the bottom edge og the form footer up until the footer is the
size you want. You will only be able to drag it up to the bottpm edge og the
lowest control in the footer.

resize your form window not the form itself.
Size the form to the size your want then size the window
to fit the form.

Yes, it can go to 0! You have a control in the footer that is keeping it
from getting smaller. Create a "lasso" like you were going to select
everything in the footer and see what gets selected. Probably a line!

When sizing a section you cannot go smaller than the position of any
existing objects. If you can't make the section any shorter its because
there is an object that is preventing it. Just move that object higher in
the section first.

The box is the "lasso". The lower line is preventing the footer from getting
smaller. Move the lower line up or delete it. The upper line will then
become what limits how small you can make the footer. Decide what you want
to do with that line.
