How to lock fill-in form & keep others from opening using toolbar

I have created a fill-in form that seems to be working; however, i wish to
prevent other individuals from making changes. Right now, even if I protect
it, others could open the form, select the Forms toolbar, and change
information. Is there a way to keep this from happening?
 
That will slow them down a bit, but ultimately it will not stop users from
making changes.

The form is an application, and it would need some kind of security with it
to keep others from making changes. So I understand from you that there's no
way to lock of this type?
 
There is no way you can prevent anyone from changing a document that you
allow them to see. You can only make it a little more difficult and the
password will achieve that.
