How to load Programs that run in the background per user

Friend of mine asked me and i don't know.
How do you have one user use the machine
and load all his 'stuff' and then have
another user use that same home machine
and only load or use his stuff. Apparently
my friend thinks it will let his kids load
their own 'stuff' and be quicker loading than
if they also load all the stuff he wants. ?
