How to know which application or service is using a port?

There's a computer on my network that is sending UDP
datagrams through port 1031. I know in windows xp you can
use netstat -nao which will show you the PID along with
the port, but that doesn't work in windows 2000. Does
anybody know how to do it? Thanks,
