How to kill windoes messenger

I uninstalled it through add/remove windows components but it reappeared
after running outlook express. Is there some way to get rid of
it...permanently?

Yep, there is, this is the way I killed it.
Go to explore, open Programs Files, find the Messenger
folder, choose rename and add OLD or OFF, it will
complain, click Yes. You can always rename to use in the
future if you want.
 
It is showing up because you have your contacts pane showing.
By default, with the contacts pane showing, OE will attempt to get the
status of your Messenger contacts (hence why Messenger opens).

To have the contacts pane not show Messenger contacts...

Click Start, Run and enter REGEDIT

Navigate to:

HKEY_LOCAL_MACHINE\Software\Microsoft\Outlook Express

Right click in the right pane and select New, Dword value. Give it the name
Hide Messenger Double click this new entry and set the value to 2.


Forcefully removing Windows Messenger could break functionality of other
applications, such as Remote Assistance among other things.
 
Go to "Start" - "Run" - type "gpedit" without the quotes
click enter. Double click the following to expand them:
Local Computer policy - Computer Configuration -
Administrative Templates - Windows Components - Windows
Messenger
Double Click "Do Not Allow Windows Messenger To Run" -
then click "Enable" Click "Ok" and close out. Windows
Messenger will not run again until you reverse these
instructions.
