HOW TO KEEP USERS FROM MOVING FOLDERS

I want to be able to create job folders on a share that can be read & witten
to but not moved. Too often users are trying to drag a file into another
folder and instead move the folder into another folder. I am confused about
how the security and permissions should be set up and how much should be
"inherited" into the folders themselves.
Summary: How to make the Projects unmovable?
Share Name: Projects
Folder Name: 2003-001.1 New Project

So there is no solution? Is there any way to keep the 'not too bright' user
from messing up the directories while still be able to edit the files within
that directory? Thanks for the info, but it seems like something that would
be very handy, checking out a file, but not be able to change the location.
