How to install progs so 'limited' users can access?

I'm trying to find out how I can install new programs or services on my
laptop so that all users can use them from their own accounts.

I recently installed broadband from my account with Administrator status but
now other users on this computer, with Limited status, can't get online from
their own accounts.

I'm using Siemens Lifebook T Series Tablet laptop, 2002 version / Windows XP.

Any help much appreciated.
