how to insert documents not in body email but separate line under

Does anyone know why sometimes an inserted document goes into body of email
and other times as attachment under CC at start of email?
 
Depends on the format of the mail message. Plain Text & HTML email items
show attachments in the header while RTF items show attachments inline with
the message
 
Many thanks for this answer - it has solved something that puzzled me for
ages. Very grateful
