How to increase the size of userdata persistence

We are storing a file locally in clients machine, it fails because file size
is greater than the default size(for trusted site). So, we changed the size
in registry at HKEY_LM\SOFTWARE\POLICIES\MS\POLICIES\IE\2. But still we are
not able to save it. Are we missing something, what else should we change in
addition to this? Any thoughts?
