How to incorporate user instructions into a excel worksheet?

I have developed an Excel template that needs to have instructions for the
users attached to individual cells. I have used Comments to do this, but I
feel that there is a better way, perhaps a method that allows the use of
mouseovers, or something similar.
 
The two usual ways are:

1. insert a comment (mouse-over to view)
2. insert Data Validation (select to view)

You can actually but BOTH in a cell and view both messages at the same time!
