I found that Vista will prevent user to connect to an AP with a mismatch
profile, e.g. if user create a profile with OPEN+WEP and want to use this
profile to connect to a WPA AP, the 'connect' button will be disabled. And
the error message is "The setting saved on this computer for the network do
not match the requirements of the network"

Is there anyway to avoid this limitation?

Any comment is appreaciated.

The purpose of a profile is to save characteristics for a particular
connection. You should create an another profile for the other.
