How to I change my log off box?

I want to go from the one on the left to the one on the right.
Do you think Windoze could add a few more nested menus?
I don't understand why all 4 log off buttons are not on the start menu.

IIRC if you're on a domain then you'll get the left box.

Enable the Welcome Screen.

Click Start, Run and type Control Userpasswords
Click Change the way users log on or off
Enable "Use the Welcome Screen" box
Click Apply Options button

Note: Welcome Screen will not be available for systems attached to a domain.

When I get to "Change the way users log on" I get an error message.
