How to grant access to domain users to date and time properties pa

Hi,
How is it possible to grant access to domain users to have access to date
and time properties page on their workstations without adding them to
Administrators or Power Users groups?

Local Policies/User Rights Assignment. You can add Domain Users to the
'Change the system time' user right.
